In our warehouse and production plant we use a combination of leading and lagging safety indicators. Management seem to prefer the lagging safety indicators, probably because they like a firm, understandable statistic in front of them. Lagging safety metrics we use include:
- rate of OSHA-reportable injuries per 200,000 work hours;
- number and rate of lost-time cases, etc
The limitations of these metrics is that they only tell us what has happened. We cannot measure what has "not happened" as a result of our safety programs.
I spend more time on leading indicators, because they focus on actions and performance in real time.
One of our successful programs has been a peer observation and feedback process linked to our company's overall staff pay incentive program.
The process requires our individual team members to observe eachother performing specific tasks and complete feedback forms with comments on what could be improved from a safety perspective.
To qualify for the safety element of the quarterly incentive, individuals must complete a peer review every week, with an additional bonus if the whole "team" has completed its required number of reviews. By doing this, we are rewarding individuals and teams for proactively making an effort to create a safer workplace.
It's been very well received at all levels as it gets everyone interested and actively involved in safety, and results in what I perceive to be a continually improving safety culture.
This probably doesn't answer your question, but it's an interesting area of discussion nonetheless.
