I agree with Roger. Training is essential for those with "hands-on" responsibility for the OHS management system. Employee reps, in an ideal world, are a "back-up" system. They are not accountable for safety in the workplace. They are merely accountable for representing the interests of their constituents. However ...in the real world, where many managers see OHS as "someone else's problem", employee representatives provide some critical input and guidance. On many occasions I have seen the employee reps bail out managers from near disaster!
