Eye Protection

We currently require safety glasses and full face shield when operating an angle grinder. The problem is that employees are still being injured. The last several injuries reported, the employee was wearing all required PPE and a metal fragment bounced of the operators chest, under the glasses and into the eye. I know the firs thought is "SURE they were wearing their eye protection correctly", but the employees receiving these injuries are trust worthy individuals and I have no reason to not believe the reports as stated. Now I am face with mandating googles for all, which I have meet with considerable resistance due to comfort and fogging. Can anyone give me any suggestions?
