Press Guarding exceptions

I recently read on the OSHA web site that for short runs (less than four hours a month) the point of operation does not require guarding as long as the safe operating distance is used. Can a press that has all the guarding in place be used in this scenario. I have a press that has very short runs where material is too large and protrudes through the light guard. The material moves as it is being shaped making an auto blank feature not usable. Is there a way I can set the press up for these short run scenarios, switching off the light curtains and still being in compliance?
